Building mounded beds (in Seattle)

I'd like to build a couple of new mounded beds for perennials in my yard here in Seattle (Ravenna neighborhood). I figure I'll need about three or four yards. What kind of soil should I get? Who should I order it from? Right now I'm trying to choose between Cedar Grove's Two-Way Topsoil (compost and sand) and Vegetable Garden Mix (sandy loam, compost, and sand). It's going to be in a sunny area on top of really poor sandy soil. It'll be about 16" high in the middle of the mounds. Everything I've read says that soil is the most important aspect of gardening, so I'd like to get this right. Thanks for your help.
