It's best to wait until later to determine what really got zapped and what may be just damaged.

Plants in containers are at greater risk for cold damage/death due to the exposure of the soil mass/roots to cold air temperatures around them - they don't have the insulation factor of the ground soil to protect them. So don't be surprised if these plants don't make it. Those hebe cultivars are considered marginal here in zone 8 at best, but I'd not necessarily write them off entirely. While the top growth may be unrecoverable, these sometimes offer much greater root hardiness than we expect, especially on well established plants. Wait to see if any new shoots emerge very low on the plants in spring before pullling and tossing. Then prune back hard.

The clematis should be fine. Deciduous clematis look really nasty now but are quite hardy - they all need a good pruning in spring anyway. Evergreen clematis, like armandii, can suffer from damaged foliage in tough winters, but typically pull through fine. Mine looks amazingly good for what we experienced - I noticed a lot of very healthy, plump buds on it yesterday.
