April is generally considered the optimum time for major lawn renovations in this area, including overseeding or seeding new lawns. Any prep work can be done ahead of time as weather permits. Many local nurseries will feature classes on lawn care at that time as well as run specials on seeds, soils and fertilizers. I'd focus on those that recommend organic lawn care, as there is a very strong movement away from chemical assistance since lawns tend to be huge pollutants in this regard.
