I just moved to the Oregon Coast last year and have not had these conditions for gardening.

I just tiered a hillside into 4 levels and it faces west with shade morning, filtered sun early afternoon but late afternoon sun. Each bed is 4ft by 20ft. It gets alot of wind. I am about 1/2 mile from the ocean.

I would like some hanging over the beds and some 2-3 ft high. Any suggestions?

I'm sorry, but I am confused about what you are looking for. Do you want something to plant along the edges of the beds that will cascade over the edge? Prostrate rosemary is a great choice, also helianthemum (sunrose) or various forms of cotoneaster.

The Sunset Western Garden Book has listings of plants well-suited to both windy and coastal conditions and there is quite a lot of overlap between the two. You'll find all sorts of suggestions for other, taller growing shrubs or perennials.
