Have you tried layering it? I've never done cuttings of Hebe's but I think semi-hardwood is the way to go (when you can bend the new growth without it snapping).

Cuttings should be possible.

A friend gave a bunch of Hebe cuttings from her plants several years ago. She said they would root in water. I put them in 6" pots of damp perlite and did not use rooting hormone. It seems like just about all of them rooted. It took a year in a pot to get up to a bushy 1' plant. I had never heard of Hebe before and now I love the collection that she gave me including Red Edge.

Layering and cuttings both work. I sheared several Hebes and many of the cutting rooted in the surrounding gravel and soil!

Nearly all hebes are very easy from cuttings with rooting horomone.

I'll add my vote for striking cuttings. It's very easy, results are relatively fast and it's the method most growers use to propagate hebes.

Many hebes are a lot hardier than we give them credit for - as long as good drainage is provided, most are reliably hardy to zone 8, some down to 7. A rough rule of thumb is that the smaller the leaf, the hardier the plant. FWIW, most grey-leafed hebes are considered to have smaller leaves.

I'll try some cuttings.... what time of the year should I start? Now, in the early growing season? And how do I take the cuttings....new growth? How long? Plant in pots indoors or outside in the ground?

I have a chart given out at our gardening club which stated the months are best for taking cuttings of most shrubs, Aug-Sept seems to be the best month for Hebes. I haven't done this one myself but if I did I'd probably take 3 or 4 inch cuttings in the summer, dip them in #2 rooting hormone and strike them in damp sand (do most of my cuttings this way) covering with a plastic bag to keep the humidity up. Other then that I'd try a few right now, nothing ventured nothing gained :o). I was hoping someone with more experience with Hebes would answer your questions, hope this helps.

Cuttings of most plants are best taken in the fall, but Hebes are so easy, it would probably work for most of them at any time of the year. You can take tip cuttings about 2" long, strip off their lower leaves and plant them about 1" deep. Use rooting horomone and plant them in pots outdoors in partial shade in a peat/perlite mix (or for something as easy has hebes, even regular potting soil would probably work). Indoors they will be difficult to keep hydrated.
