Truthfully you could transplant foxglove and other perennials any time of year, although I would avoid the dead of winter and midsummer. Now is a great time to do it so it will have time to settle in before the weather gets warm. The ultimate best time is probably September.

We're transplanting foxgloves all over the garden now. I find that it works best to shake out the seeds from the mature plants at summer's end, let them establish themselves through the winter, and then moved the well-rooted plants to their new locations in early to late spring.
