I've had that happen with my garbage container. I had an extra container so I took the heavy stuff out and slowly added it over time with lighter stuff. If you have a place to pile the soil you could try that.

Of course soil is not yard debris or waste to be recycled by the curbside haulers.

If this is actually plants or sod with soil clinging to it, once it dries out a bit, a lot of the soil can be shaken or scraped off, lightening the load.

If purely soil, neighbors and their projects can likely use it eventually.

I think the weight limit on those roll carts is about 90 pounds; loading them beyond that could damage the wheels or axle.
