What's eating my sumac?

Something is eating the red cones and stripping the "fuzz" off the limbs of my staghorn sumac. It leaves the ends of the branches looking like deer damage, but it's too high on the tree for the deer. I'm wondering if it could be squirrels or chipmunks. Has anyone else had this happen?

I don't think so - the damage is in the higher branches and there's no broken branches lower down. I think it has to be something that is climbing or maybe some kind of bird, but I don't know any bird that would chew off the ends of the branches. I'm just totally puzzled.
