Yes, they can and so not all grape cultivars are recommended equally for this area. However, 'Buffalo' does get some favorable response from the WSU ratings of suitable varieties for the Puget Sound area. I have no idea what "foxy" refers to either, but the term comes up frequently when discussing grape flavors, generally with reference to wine production. Any vintners out there that care to elucidate?

A "foxy taste" is a wine tasting term. It refers the the to "grapey" flavor of wines made with native American grapes. Apparently it tastes too much like grape juice.

The Buffalo Grape ripens very well in the Puget Sound compared to 'Concord'. Concord has a sort of twangy metallic aftertaste, like Grape Pop. It is the labrusca signature flavor. Hard to define flavors. Buffalo has very little of it, but is a good tasting grape and gets a lot sweeter than Concord.
I prefer Muscat flavored grapes myself.
