Jasmine would be my choice.Easy to keep the shape and size you want and has nice fragrance when in bloom..

Ceanothus 'Victoria' Has dark green foliage and lovely blue flowers, I don't know how fast growing it is, but it will meet your height and width requirements.

Thanks a lot for the suggestions. I will go to some nurseries next week end and look at both the Jasmine and the Ceanothus.

We've planted 5 Ceanothus Victoria and they do grow fast and are beautiful and vigorous. The blooms this year, their 2nd spring, are profuse. After it blooms I will prune it into a globe shape. They can get as big as you'll allow them. The neighbor had one that turned into a tree with a huge trunk, but the idiot developer bulldozed it down along with almost everything else in the yard.

Very beautiful bush, evergreen, attracts bees! smells good too.
