Throw on some horse manure, or composted grass clippings. If you build it they will come.

Thanks, Charleney, but this isn't in the garden. My experience with trying to harvest bin worms from the garden hasn't been great - too many of the wrong kind. Most people with worm bins end up with too many at some point - I'm looking for someone in the position now.

I live near Kingston, but if you can't find anyone closer, perhaps I could post you some. Mine are extra-tough having survived all Winter with boxes piled on the worm bin such that they didn't get fed since I stuffed it full of corn husks late last Summer.

Heat will kill them. They must be in shade and never dry out. Should have holes in bottom of container for drainage.

Yes, Eric - as I mentioned, someone pruned the shade. It's a can-o-worms and doesn't have drainage problems - just a current lack of worms. It's been thriving for some time - it was just an accident.
