IMO, pruning an espaliered fruit tree is far easier than pruning one that has not been trained in this manner. Visit your local book store and get a copy of The American Horticultural Society's Guide to Pruning and Training, edited by Christopher Brickell - perhaps the best and most detailed illustrated pruning guide available. There is an entire section devoted to espaliered fruit trees and the instructions are very clear and the drawings very informative. You should have no problem doing this yourself.

This book is invaluable to the home gardener with any type of pruning chores and one I wouldn't be without.

Many experts are Certified Arborists, and the pricing may be a bit out of your league.

I was one of few arborists near Portland that did little stuff. Most arborists need enough work to cover the cost of the truck, chipper and a one or two man crew.

Some gardeners are good with that kind of thing.

Winter is a great time to prune those. If you can wait until the cold season, I know someone out of Tigard that may be willing to help. It never hurts to ask.
