There may be a dwarfer type you can put in the same spot.

Like a variety of other woody subshrubs, a mature lavender plant does not take well to transplanting. If you really wanted to experiment, late winter or early spring would be a more ideal time. Now as we are approaching our rainiest season is much less ideal.

As lavender is also not an extremely long-lived plant, rather than attempting to move or resuscitate a seriously overgrown specimen, just yank, toss and replace with a new one. Lavender is inexpensive.

Annual pruning of lavender is essential. If left unpruned to develop that woody interior and associated splaying (can arise from even a single season unpruned), you can never regain an attractive appearance. Most growers will suggest a light pruning in fall to remove old flower stalks (and an inch or two of foliage) and a harder pruning (up to a third of the plant) in spring as new growth emerges. Never cut back to bare wood - it will not sprout new growth.

fwiw, most commercial lavender farms expect about 5 years out of their plants before replacing.
