If shadows play over the bed in the afternoon, protecting the plants from the hottest sun then it's partial shade. Otherwise you need full sun plants for such spots. Even though both exposures are in the shadow of a building for part of the day, east side of an unshaded house is suitable for partial shade plants but west side is not, as the sun gets around there in time to bake the spot during summer afternoons.

Polemonium reptans is usually listed for part shade, as it has its origins as woodland verge plant. You often see notations that planting in full sun is OK in cooler summer climates. Here in the PNW, we certainly qualify as a cooler summer climate, plus given our very northerly latitude even full sun is not as intense here as it is further south or in the midwest. Provided it is not placed where it gets a lot of reflected late day heat or sun (as in a western exposure), a more open, exposed position should be fine. And because of our mild summer climate, we can often get away with placing more shade loving plants in very open, sunny positions if they receive adequate summer irrigation.

Try it - you can always move it later if it appears to struggle. IME, the variegation is stronger and with better coloring with this selection planted in more sun than not.

Soil texture and watering regime important. In my neighborhood there is a long-established bigleaf hydrangea growing without irrigation in a sunny position - on a fine-textured, heavy soil. But in my garden I have sun-loving plants flagging each year, because the soil is not as cement-like and I don't have an irrigation system. Dragging a hose around 8/10 acre is not enough to keep up.
