I don't know for sure, but wouldn't the newspaper mat down a lot more when wet and cause problems? Also, newspapers always used to be printed with heavy metals (like lead) in the ink. I know many papers have switched over to nontoxic inks, but I'd check about your paper and not use the enclosures (which are often printed elsewhere) regardless.

I would think shredded newspaper would absorb too much moisture and maybe cause rot.

I use pine needles to mulch mine. Have also used shredded leaves.

Paper takes a really long time to break down, and getting it off the strawberries next Spring would probably be a huge chore. A plant based mulch will incorporate itself into the soil eventually and actually help the strawberries along. I also have used shredded leaves successfully.
