That depends on what species you have, and how soon the seed germinates. If it's a fresh incarnata seed, it should sprout quickly and you'll have a decent chance of it blooming for you--not probable, but a possibility. As for when you should plant it outside, that's easy: once the danger of freezes have passed.

some more questions, will the roots produce plants next spring(not this upcoming one), and can these be grown indoors, and flower?

Incarnata and its hybrid Incense, as well as p. lutea develop thick, fleshy roots. The vegetative vines die back during freezing weather, and regrow from the root every spring. Kansas is zone 5-6, right? So all three of those should survive, although heavy mulching wouldn't hurt.

Once the plants establish after the first year, they should bloom on the new growth every year thereafter. You can also pot them and bring them indoors, so that they won't suffer a die-back, but for these species that may be more trouble than it's worth.

Where in kansas are you located?
I'm in Wichita.
Maypop,incarnata will flower from seed first year sometimes,but will spread under ground like crazy,and be everywhere the following year!!!
So it's best to plant in a large pot and sink the pot in the ground.
Caerula will come back,and if your lucky will flower late in the season,it's a lot slower than the maypop.
Morifola has come back from ressding itself and flowers and produces fruit to reseed itself again.
