Methods to remove passion vine from the yard

I have enjoyed my passion vine plant. It survives with little care from me, and yet is a great accent plant as well as host for certain caterpillars.

Yet after several years, I see that this same hardiness is spreading into the neighbor's area and other parts that I had not intended. As a result, I have decided that I need to control it and one of those ways is to pull up any sprouts I see.

However, after even just a few weeks of doing that, I see a new change in the plant's behavior. In prior years, I would hold it in check by pulling out certain sprouts but allow others to become the main growths along a fence line.

Now, by not allowing any to grow, the plant seems to be getting more desperate and is sending up multiple shoots even at the same areas that I had just recently pulled.

Is there any recommendation of how to remove passion vine plant? If there is a way to stop the additional sprouts, that would be useful. Thanks!
