Are those flea beetles next to it? That's what my eggplants seem to attract and they leave shotgun holes in the leaves. Turn them into lace if there are enough of them.

I assumed the little black bugs next to it were babies of the same species.

Google both insects as well using the word damage. The damage one does looks different than the damage the other does. Flea beetle damage looks like someone shot the plant with a shotgun, Colorado potato beetles eat larger swaths out of the leaves. Neither is desirable on your plant. Like rhizo says look at the picture of a Colorado potato beetle egg and compare it to lady bug eggs, every year we get threads where people find lady bug eggs and spray the tarnation out of their plants. It's a good thing to find lady bug eggs, and you should leave them to hatch.
