Leaf scars look too big to be plumeria... Could be a banana tree.

Yeah not a plumeria. if it is a banana, its not like any of the ones i grow. The emerging leafs always look like a rolled up cigar. That looks to have multiple leafs.

Do the leaves come on clusters of five?

It looks like a sheflera that got defoliated.

That's where I was going... Schefflera have clusters of 5or more leaves on a stalk... My mom has some tall ones...

the one tip is about 15ft tall, as you can see it hasnt been taken care of so its time for a new life of tlc!

Im not really sure about the leaves it looks like to have a cluster of 5 leaves has more than one tip on a branch if this helps.
