Help! What are these cones?

Hi,

I've recently noticed some small brown cones that might be 'eating away' my plant. As you see in the attached photos, the leaves are filled with holes and there are these small cones sitting on top of them. The area where a cone sits seems to cause some kind of erosion. They don't seem to be cocoons given they sit upright rather than being hung.

Does anyone know what they are?
