unusual rooting

(Sorry if this is a duplicate)
Noticed this little seedling started growing roots at the bend. Is this normal for plumeria to grow roots from the nodes? I know houseplants easily grow from the nodes but I thought plumeria don't normally do that.
Anyways, can I air layer plumeria without having to scrape off some of the bark?
