Plumeria Stems vs Plants Indoor

Heya,

So I got like 4 Plumeria Stems (no roots - different colored ones ^___^) and 1 super tiny planted on (with roots, there is a fresh green stem coming from it).

So my questions are as follows:

1- What mix should I use to plant? I was told Cactus Mix is the way to go for BOTH stems and plant

2- I'm placing them in one gallon buckets - any specific kind of buckets - ex: plastic, sleeve, clay etc? I know it should have holes in the bottom for drainage

3- When should I fertilize, I hear two theories... immediate and wait until after the shock of "transplanting" sets in... suggestions? Also type of fertilizer?

EDITING: forgot to mention, plants will be indoor, in Michigan... and I guess the best option as some point in the Winter is to add artificial lights
