It is probably Iceberg, the regular kind. The blooms on that variety often have a pink blush in cooler weather. The little pink "polka dots" happen when a fungus called botritis grows where there are water drops on the petals.

Ask your friend if it was tagged Brilliant Pink Iceberg. Have a look here you will see a picture of one of my older plants {{gwi:1230821}}. I've had 3 plants, each was different, one actually sported to Burgundy Iceberg. My one plant bloomed more white at different times, it's my oldest plant from when Brilliant Pink Iceberg 1st came out.

Looking at Help me find, there is also another sport of Iceberg called Pink Iceberg but it doesn't look like it's in the US.

My neighbor showed this rose as pink iceberg at a rose show and it was disqualified for being mislabelled. It's not pure white , so it's not an iceberg and not pink enough to be the pink blends. So what is it?

It could be either Iceberg.
Some whites tint pink like that and some Brilliant Pink Icebergs go white. My guess is it was tagged Brilliant Pink Iceberg.
