Becca - there is a new shrub rose called "Outta the Blue" that is supposed to be hardy to Zone 5. Check out the photos I've linked to. It'savailable at some of the larger nurseries here in Maryland - don't know about WV.

If your friend doesn't mind roses that bloom only once a season, there are many older purple roses that are hardy in Zone 5.

Veilchenblau might be a good choice if she has space to accommodate a once blooming rambler.
