Arborvitae

I have six year old Green Giant arborvitaes. I live on the NC coast and have sandy soil. This past month the needles on my trees began developing brown needles. These same limbs have some new growth on them. Is there something that I need to do to take care of my trees? Is losing needles like this normal?
