Usually some pruning alone would encourage vegetative (leaf) growth. There are trees/plants which had something adverse/life threatening thing happen to it which then caused it to fruit where previously it never had. The potential for death causes it to produce seed to keep it's line alive. You might consider girdling the trunk or branches. Making a light cut around the trunk or branches.

My dad had a plum tree that did not give any fruit for a couple years one day he went outside with an axe and hit the plum tree a few times with the back of the axe and threatened to cut it down next season if it had no fruit. Guess what happened next season, the tree was full of fruit.
