Jans Best Mulberry Tree Issue

My Jans Best Mulberry Plant

has like a Confection Sugar coating around some of the Stems, I wrote Jan about it and she never seen that happen to her in Florida, I am in zone 9a, this is the second summer that it has showed up. I spray it down good with Nimm Oil, let it soak a while then pressure it off using Nimm Oil Mixture... I would just like to know if its a bad problem or not or just what is causing it. Definitely some sort of scale insect, none of which are good for the tree. Neem (not Nimm) oil can help but you may need something stronger. And just use a strong stream of water to remove any remaining insects after the neem oil spray.

I am not sure which scale like insect you have, but rubbing alcohol also works to help remove them. You can wear gloves and add it to paper towels and remove most of it, then rinse off the remains and apply neem.
