Pot Sizes

This may be a stupid question, but here goes. When we buy plants, the pot sizes are always referred to in gallons, but whenever I go to buy just a pot, the label refers to the size of the pot, 22", 25" or whatever, which I assume refers to the diameter of the pot. I have seen recommendations on the citrus forum that when repotting you should go the next size up, but I would really like to plant my fruit trees in the pots they are going to live in for a while, and would like some guidance as to what size pot a tree that has a tendency to get quite large, like jackfruit or starapple, say, would be happy in for some years, assuming aggressive pruning to control the size, and, how do I figure out how many gallons the pot would hold. Okay, then. How was that for a champion run-on sentence! :)
