Try craigslist in the farm/garden section. I see it available there all the time. I'm fortunate to have a colleague that rides. She supplies me with all he aged manure I could ever need.

I'm in Loudounn County, Leesburg/Ashburn area.

Also, look in the yellow pages or google local large-animal vets. That should give you the names of some farms nearby. If not, check with the cooperative extension in your county.
