Tomatoes not thriving

I live in Coastal GA and my tomatoes have never recovered from the huge amounts of rain we had in May and June. The leaves curled up and are still not normal. Some of my plants are not growing at all and I have not had a blossom since May. I've never seen anything like it. A couple of the plants died. When I pulled them up, the roots were rotten - and I have sandy soil! I'm assuming that the plants are trying to establish a new root system. I cut the tops out of a couple thinking that might force growth in the lower branches, but that seems to have been a mistake (was it? Does that ever work with tomatoes?). Is there anything I can do to encourage them to grow? Would potash help? Anything?
