A good, thick mulch will help a lot in controlling weed growth. Which "weeds" are you trying to control?

try a granular product such as Snapshot--Preen--Treflan==find these at nursery/garden centers---these prevent seeds from sprouting--till or hoe your planting area then apply to entire area before mulch is applied--will not harm your roses or trees--then replant small seedlings or annuals in bed without disturbing any soil surface
