weeds everywhere!!

I have an issue with my neighbors have a 10ft fence that is perpendicular to my back fence, which has large weed vines that flower on them that come over into my yard. They never trim or do any kind of care for these vines. I would not mind them except for the fact that poison oak and a fernlike vine that has thorns on it also likes the fence in this area. It is just a huge mess. Any ideal of how I can keep the poison oak and the fernlike vine out?

check with your town, it may be required that they remove the poison oak! if not I'd roundup it!
