Rebar bent and wired to other rebar is far far superior to rebar stuck in a drilled hole. Rebar just stuck in wet mud is also not as strong. Sounds like someone's too cheap to buy rebar safety (impalement) caps.

One guy could install the verticals on the morning of the pour. One guy. Drilling holes and squirting in epoxy has to be more expensive than a forty second tie. They might actually have a good reason, but I can't see it.

Sounds like you've got many experiences. Thanks for the answer. I agree that wired rebar prior to the concrete pour is far better. Guess maybe I'm not having the best builder or because my house is way to common type. Contractors just do things that can pass the inspection, but not great work. Funny thing is, I've checked many home building blogs with Ryan homes, they do both poured vertical rebars and drilled rebars. And some have very basic/poor keyway, and many don't have a keyway at all. I don't care keyway after some research, but just feeling rebar is very important and there's should be a best practice for regular concrete foundation homes.
