Yes, he should've put caulk there. As for what kind, every grout manufacturer now offers siliconized latex caulks that match both the color and texture of just about every grout color available. That's what he should've used.

Yes, the grout should be removed, first. The caulking needs to be able to anchor itself in the grout joint. DON'T let him talk you out of this.

Also, did you see my question about the "grout removal tool" someone mentioned? What is that and how does it work? Also, have you ever worked with split face travertine? He used way too much grout on that and then left a lot of there to dry (so it is still there.) Looking like lovely grouty travertine.

Start by asking him to remove the grout and replace with caulk. It's what should be there, and it's what you want. Plain and simple. If he tries to tell you he can skim over the grout, let him know you've been told that it'll peel in no time if he does that, that the grout must be removed. besides, it's not all that big a deal. If he still persists, let him know that it wouldn't have been that big a deal if he'd done it right the first time. Like Tina Turner says, start out NICE, and then get nasty!! (ONLY if need be!)
