Paint finish

We are down to our last (probably not) decision that we need to make on our new build - interior paint finish. Our builder uses Sherwin-Williams paint. The basic paint is the contractor grade flat. We are pretty certain that we don't want flat paint. The builder is telling us that it will be $700 to upgrade to satin or eggshell (something washable) or $1 SF to upgrade to SW's best - Duration. They tell us that the upgrade costs relate to having to use better primers or that for anything but flat, if there are scrapes int the finish after painting, but before we close, that the painters will need to repaint an entire wall versus just touching up the blemish.

Is this consistent with what others have seen regarding paint cost in a new-build or remodel? We have about 3500 SF finished with 9' wall heights as a reference point.

Thanks.
