the dreaded swatch

I did a swatch yesterday for a project. It was s'posed to end up at 4 inches by 4 inches, 18 stitches by 11 rows.

Here's what I came up with:

Using the recommended hook (3.75mm) I got a 5 inch by 5 inch square, with 18 dc stitches and 11 rows.

Using the next size smaller hook (3.5mm) I got a 4 inch by 4.5 inch square, with 18 dc stitches and 11 rows. The rows are too high.

Is there a way to fix this? Or should I just attempt to make my rows less tall, and hope everything comes out all right?
