If you currently are having static shocks which you don't care for (winter time), this is indicative of low-humidity air infiltrating your property. By sealing as many entrances (for air) that you can find, you may reduce/eliminate the condition to an acceptable level.

If you are getting a high efficiency furnace (> 90% efficiency) with outside combustion air (2 pipes from furnace), this will go a long way toward eliminating the static shocks.

A low-efficiency furnace draws its combustion air from inside your house. This air must be replaced. The negative pressure within the house 'pulls' outside air in, from any available leak.

BTW, range hoods, bathroom fans do the same thing when on. Limit their on time.
