Low indoor humidity

I have a whole house Carrier bypass humidifier(evaporative pad type) which can't raise the indoor RH more than 33%.

It seems to me that the options are

1- Run the air hanlder till the humidity reaches the desired level. This is not really a good option as the air handler brings dry air from outside as it runs.

2-Connect the humidifier to the hot water pipes. Right now its using cold water.

3- Install an in-duct fan in the bypass duct to increase the air flow through the evaporative pad.

TIA for any suggestions/recomandations.
