It depends on the reflector you use above the bulbs. The bulbs themselves won't do much. Fluorescent bulbs are good because of the life span (which, although overrated, is still pretty good). Can you suspend the lights? That'll make life easier in regards to maintenance. Not to mention providing better light.

You can try regular track lighting with PAR halogen lamps. They do a much better job of directing the light down. You'll need a decent amount as they're not so much of a general light, though. But they'll do a much better job with a 16' height.
