Old Table with water damage

I have a small old bedside table that was in my family for years. It had lots of drinks on it and the top layer of wood is cracked and wrinkled from the moisture. How can I prepare the top for new paint or what ever I decide to do with it? A strong sanding?

If it's veneer, there's a chance the veneer is delaminating or the substrate (plywood, particle board, solid wood) has sustained some irreversible damage if exposed to significant amounts of water. You may not want to just start sanding away or you'll quickly go through the veneer.

Since I can't see it, I'd suggest doing a chemical stripping over the worst part and see how it cleans up.
