making foam cornice over vertical blinds?

I seem to remember someone giving directions for making your own foam, fabric covered cornice (lightweight).

I searched online and found some directions without pictures, that honestly, were not very clear. I haven't had the time to go to the bookstore yet.

Anyone remember such a post or have a link or directions?
