Seed viability varies with the plant but 16 years is way too long for most. Average shelf life usually ranges from 2-4 years.

Don't suppose you know what herb seeds they are/were?

Weedlady : parsley, cilantro, and dill.;-)

The viability of seeds varies considerably, depending on species and storage conditions. Assume the following herb seeds are stored in optimal conditions - ie optimal conditions for each individual species.

Parsley seeds can survive, on average, about 1-3 years, usually closer to 1.

Cilantro/coriander can survive for sometimes hundreds of years, but usually last about 5 years - depends on which information source you choose to believe!

Dill seeds usually survive for about 5 years.

Generally, expecting seeds to be viable after 16 years is to be a little optimistic. However, Nature often comes up with little miracles.
