Personally, for simplicity's sake I would grow those all separately unless the containers are extremely big. Firstly, they are a mix of annual and perennial. i.e. some will grow for a single season, some will grow for many years. Lavender is not only perennial it is a small shrub. Some are hardy and some are not frost proof. Then they have differing needs regarding sunshine and water. For the first year they should each fit into a 12 - 18 inch diameter container. Cilantro will need resowing several times in the growing season as it flowers and goes to seed quite quickly.

If you have a sheltered location like an unheated garage or can sink the pots into the ground, next winter you could overwinter outside the lemon balm, bee balm, feverfew, lavender (English types), and chives. They are all hardy here at the other end of NY State and certainly will be in your more mild location. If they won't get natural rain in your winter location, give them a little water a couple of times through the winter - just enough to keep the soil from becoming too dry. Works well.

Yep, grow them seperate. What size container you need goes plant by plant in my experience. Like a pot of chives can be smaller, but a pot for lavender should be bigger. It can also depend to some extent on what you plan on doing with them overwinter- if you plan on leaving them outside or bringing them indoors. Some plants can survive outside, like the lemon balm and lavender if it's a hardy variety. Basil will die in the cold and would either need to be brought indoors or replanted every year.
The chamomile will depend too- Roman is a perennial, German is an annual.
