Basil downy mildew?

My first thought is that it's an infestation of basil leaf hoppers. Perhaps aphids, as well. You should be able to readily see either with your naked eyes, though.

The image is just a bit fuzzy to tell for certain.

I haven't seen an insect. That's what's got me stumped. I have seen some gnats - not fungus - but the yellow stickies I have up seem to handle them. I did see some of the honeydew on the back of one leaf so I am thinking aphids. I pulled all the plants anyway because they are really trying to flower and are old. New ones will go in soon. I will keep them sprayed and see what happens!
