Whatever the reason for them acting like they have bloomed I'd take the hint and put them in bigger pots that had room for the new shoot growth, without cutting it off.

Unless I was trying to make more plants.

Mine put out suckers (they're in the ground) when they are not fruiting. I'd say it's more a sign of health than anything else.

personally, i would cut it off and make a new plant.
im no expert, but i think you only get 1 fruit per plant
so, the more plants, the more fruit you get.
i dont see any reason why it would harm the mother plant
as long as you just cut the roots to separate them.
