A fabric roman shade would provide a punch of color and print in an otherwise plain room. I've made roman shades and they're fairly easy (and I'm not a professional seamstress.) Be sure to line it. You can find directions and tutorials online. I'd also consider painting the room a lighter shade.

It's a small space and you should be careful selecting something functional and eye pleasing at the same time. Having said that make a list of the needs / wants for the window cover to do: cut glare, privacy, light control? If privacy is an issue consider something with top-down-bottom-up option. And since access to operating the window is a challenge, perhaps you should consider an automated (remote control) shade. Hope that helps.

Blinds or shade would need to be sized for hanging inside the frame of the window. Id do a straight, tailored shade, not a balloon shade or soft fold.

I agree with the minimalist profile for blinds, and would recommend a honeycomb (waffle) style that has the insulation lining for full sun. That is if there are times of day when the sun is too hot or too harsh a light, and you want to block it out as much as possible. The insulated ones don't allow sunlight to transmit through the blind. If you want soft light when the bonds are down, then go without the insulation.

Oops! The honeycomb style is installed inside the frame and takes up just 2 inches. Far less than a Roman shade.
