Does having the raised bed along the side of the porch eliminate the need for a balustrade? Out of curiosity, how many steps high is this porch?

the idea was to make the porch feel bigger by removing the ballistrade and extending a raised bed from the porch which did make the area feel bigger. the raised bed helps to mitigate a potential harmful step off the porch. i am guessing the bed is 18" to 20" high though i cant remember exactly.
