How do you do the bottom portion?

I'm trying to replicate the same look on my dining room, can I you put the moulding directly against painted white dry wall, or do most people put some kind of plywood base. I'm trying to do this on a budget.

    The lower walls have MDF panels and trim moulding for a smooth consistent finish. The enamel paint is sprayed on for a smooth seamless look.

    A good quality smooth MDF trim and wall boards. But most importantly, a gloss lacquer based enamel, that is sprayed on with an airless paint sprayer. Several coats to ensure a durable smooth finish.

    We purchased MDF "picture framing" at Lowes. Applied directly to drywall and painted all the same white semi-gloss paint. Looks great, very affordable.
