Help! How to decorate around this awkward wooden border?

This is my living/dining room. The border is at such an awkward height that it makes hanging artwork almost impossible. I would do anything to get rid of it but am renting. I could possibly paint it.
There's a tapestry that I've hung on one of the walls which doesn't look too bad. 'Chair rail' is over 5ft high. I have 10ft high ceilings.
Ideas please!!!

I want to preface this by saying I'm not interior decorator, but I have a few ideas.
Paint the border to blend into the wall.
Paint the border white (along with the bottom frame) to mimic crown molding and paint the walls for contrast.
Paint the borders white mimicking crown molding and paint the top and bottom separate colors.
Add some type of paneling to the bottom.

11 years agoConsidering the rail has never been painted out, I wonder if the landlord will consider allowing it? One thing you can do, is hang your art work as they've done in the photo -- it might on top of the rail a bit better:
