The rule of thumb for working the soil is that you should be able to take a lump of soil and break it apart with by flicking your finger into it. It should fall apart easily when you do that. My soil isn't anywhere near that and I would be surprised if yours was ready to be worked.

Roger Swain used to suggest preparing a row for peas in the Fall while the soil was still workable. Peas can sometimes go in the ground by St. Patrick's day in some years, but this isn't just any year. You can ruin your soil by turning it over too soon. Make sure it's not too wet.

The other issue is whether your pea seeds will sprout before they rot, so I presprout mine. I soak them in water a bit warmer than room temperature for a few hours (8 at most) and then place them between damp paper towels in a ziplock bag or lidded container. I plant out when the roots are about 1/4 inch long. I only plant edible podded peas which are more prone to rotting and germination issues which is why I started doing this. Once they have sprouted they seem less likely to rot. One thing I really like about Johnny's Seeds is that they have a germination chart that gives the optimal soil temperatures for sprouting for each kind of veggies, so if you have a soil thermometer this may help. The peas chart shows that unless the soil is at least in the mid-40's, the peas won't sprout well.

I usually do much of my soil prep in the fall, that way I don't run into the issues with digging in wet soil that Steve outlined.
